New PGA Tour Format Starting 2028: Performance Will Be the Determining Factor for Tier Promotion and Relegation

The PGA Tour is preparing for major overhauls that will come into force starting the 2028 season. For the first time, the tour will operate under a two-tier system separating all competing players into the Championship Series and Challenger Series.

This restructuring makes the 2027 season a critical transition period. While the PGA Tour has formally announced membership eligibility rules for 2028, the compressed timeline for rolling out the new competition structure means special temporary provisions will apply for 2027 before the permanent system is fully implemented.

PGA Tour CEO Brian Rolapp confirmed the changes will preserve golf's core meritocratic principle, where on-course performance remains the sole primary basis for a player's competitive opportunities.

"From the very start of this process, we have worked to protect the merit-based system that makes this sport unique, building a framework where performance dictates opportunity," Rolapp stated in an official release.

Per Rolapp, the new structure is also designed to provide clear, defined progression pathways for players to reach the highest competitive level. Correspondingly, players with sustained declining performance will face formal relegation.

"Through these updated eligibility criteria and supporting entry pathways onto the PGA Tour, this competition model is built to reward exceptional play while guaranteeing clear routes forward for talented athletes at every stage of their career. For fans, this means full transparency over what is at stake at every PGA Tour event, both within individual tournaments and across the full season," Rolapp explained.

Under the finalised format, the Championship Series and Challenger Series will run concurrently. Players may move between the two tiers on an annual basis, determined solely by their seasonal competitive results.

The Championship Series will be made up of the tour's highest performing athletes, established veteran competitors, and emerging young talent.

Meanwhile the Challenger Series will serve both as a comeback path for established players attempting to regain elite status, and a development launchpad for new prospects working their way to top-tier professional competition.

Transition Rules For The 2028 Launch

Initial placement into the Championship Series and Challenger Series for 2028 will be calculated using player performance data across both the 2026 and 2027 seasons. Unless specified in special provisions, all initial membership status granted will only be valid for the 2028 season.

Multiple qualification pathways will be available for the Championship Series. Any player holding an active PGA Tour membership exemption prior to the end of the 2026 season will retain that exemption for its full original term.

Winners of major championships, the Players Championship and Signature Events during 2027 will receive Championship Series status through the 2029 season. All winners of full-field PGA Tour events in 2027 will also automatically qualify for the Championship Series.

Further places will be awarded via FedEx Cup standings: this includes the top 30 players on the 2026 final FedEx Cup points list, the top 70 players on the 2027 FedEx Cup standings at the conclusion of the Tour Championship, and the top 95 players on the 2027 FedEx Cup Fall points list.

The PGA Tour will also offer a one-time special exemption for the top 50 all-time career money list players following the 2027 season. This single-season exemption for 2028 is conditional on the player having competed in a minimum of 15 official PGA Tour events during 2027.

The top 10 finishers on the 2027 Korn Ferry Tour final points list, plus the 1 ranked player on the PGA Tour University Rankings at the end of 2027 will also secure Championship Series places. Limited medical exemptions will remain available as standard.

Challenger Series As The Comeback Path To Elite Competition

The Challenger Series will act as the secondary tier for players who do not qualify for the Championship Series, or who have been relegated from the top tier.

Any 2027 winner of a major, Players Championship or Signature Event who is later relegated from the Championship Series will retain Challenger Series status through 2031. Full-field PGA Tour event winners from 2027 who are relegated will hold Challenger Series membership through 2029.

Winners of the FedEx Cup Fall and opposite-field events during the 2027 season will also receive Challenger Series status valid through 2029.

Players finishing 96th to 175th on the final 2027 FedEx Cup Fall standings will be placed into the Challenger Series. This also applies to players ranked 11th through 40th on the final 2027 Korn Ferry Tour points list, provided they have not already qualified for either tier.

Additional entry pathways are available via PGA Tour University, PGA Tour Americas, Q-School and open qualifying. The top 10 finishers at the 2027 Q-School final stage will receive full Challenger Series status.

Championship Series To Operate With Fixed 114 Player Roster

Once the permanent system goes live, the Championship Series will run with a fixed annual roster of 114 players. These players will receive automatic entry into all official Championship Series events, though the Masters, PGA Championship, U.S. Open, Open Championship and The Players Championship will retain their existing independent qualification rules.

No alternate players or reserve lists will be activated in the event of a player withdrawal. Sponsor exemptions will also no longer be awarded for Championship Series tournaments.

The 114 player roster will be composed of the top 90 returning players from the previous Championship Series season, plus 20 players promoted up from the Challenger Series.

Any player who wins at least two Challenger Series events in a single season will earn automatic promotion to the Championship Series. Additionally, all winners of Championship Series events - including majors and The Players Championship - will receive an extra two seasons of guaranteed Championship Series membership.

The 1 ranked player from PGA Tour University at the end of each season will also receive direct Championship Series status for the following season.

Three final spots will be awarded via a dedicated 'last chance' qualifying tournament series. Limited career achievement exemptions and medical extensions will also remain in place.

Every Competition Point Will Carry Weight

The new structure means consistent full-season performance will become more critical than ever before. Seasonal ranking points will be awarded to the top 65 eligible finishers at every Championship Series tournament.

Tournament winners will receive 300 points, 10th place will earn 100 points, and even players finishing in 65th position will collect 30 points.

Non-members who finish in a points-awarding position will not receive those points immediately. Points will only be retroactively applied once a player officially secures promotion to the Championship Series.

The 'last chance' qualifying series will consist of a minimum of four tournaments held during the fall swing.

Participants will include relegated Championship Series players, Challenger Series members who did not earn automatic promotion, promoted Korn Ferry Tour players, plus the top 5 finishers from PGA Tour University and Q-School.

Challenger Series Operations And Promotion/Relegation System

Meanwhile the Challenger Series will operate as a constantly shifting competitive tier. Its annual membership will consist of players relegated from the previous season's Championship Series, players ranked 21st to 90th from the previous Challenger Series season, and 20 players promoted up from the Korn Ferry Tour.

All Challenger Series tournament winners will retain their status for the following season. This protection also applies to any former Championship Series event winner who was relegated within the previous four seasons.

Players with multiple prior Championship Series victories will receive additional relegation protection.

Each individual Championship Series win will grant one additional year of protected Challenger Series status, capped at a maximum of five total years of protection.

The top 5 players from PGA Tour University and top 5 finishers from Q-School will also receive places, alongside open qualifying entries, special exemptions and medical extensions.

The final official Challenger Series points standings will be published each year on 16 November.

Ultimately this new format fundamentally shifts how PGA Tour players approach each season. Past reputation and career achievements alone will no longer be sufficient. Players will be required to consistently maintain form to remain in the top tier Championship Series.

Conversely for Challenger Series competitors, every single tournament represents an opportunity to earn promotion.
